Instructions and General Conditions for

Airing Commercials on Television

 

First             :   Terms of Payment

The Department issues invoices after the end of commercial request programs. Invoices are due within 30 days of the date of airing unrepeated commercials and transmission, and within 30 days of the last airing of repeated commercials (within commercial schedules).

Second        :   15% is the set commission for registered and accredited advertising agencies at the Department.

Third            :   New prices apply to all commercials of signed and valid contracts, as of date of validity of these prices and guidelines.

Fourth         :   Technical Guidelines for Commercials Tapes

Commercials are recorded/ taped on Super Betacam SP tapes.

Two copies of each commercial is preferred if the commercial is to be aired over a period exceeding two months. Second tape is a back up tape.

No tape is to hold more than one commercial. In such cases, it is returned to the advertiser for amendment.

Fifth             :   Reservation, Amendment and Cancellation of Commercials

Reservation of Commercial Schedules:

A system of early reservation is followed according to the date requests are received. This may be in any of the following ways:

Requests are received by hand. Date and time of delivery are noted on the request and request signed by the requesting party.

Requests are received through the postal service when mail is delivered.

Requests are received by fax. The time shown on the sent copy is noted as time of delivery.

The Department reserves the right to schedule commercials in any sequence it sees fit during commercial break periods. No commercial may be aired before a period of 48 hours or two working days from the time the request is received. This is regardless of whether it has been previously shown or if it is a new commercial tape.

Amendments to Commercial Schedules:

The Department only accepts written requests for amendment purposes. These should be handed within two working days from the scheduled transmission date of the commercial in question.

Cancellation of Commercial Schedules:

The Department only accepts written requests for cancellations. These should be handed within two working days from the scheduled transmission date of the commercial in question.

Sixth            :   Commercial Schedule Applications

Only written applications for commercial schedules and reservation are accepted. These must be printed on the official application form, signed by the authorized person, dated and stamped according to protocol.

Seventh      :   Invitations for Program Sponsorship

The Department shall send out all information and printed material necessary to inform interested parties about program sponsorship and prices. The Department is also ready to provide prices upon request.

Eighth         :   The Department is not responsible for the loss or damage of any advertising material.

Ninth           :   Proof of Transmission

The Commercial Department issues a Certificate of Transmission for each commercial that is aired. This certificate is taken from official television records. In case of any mistake in the certificate, the supervising employee shall be held legally responsible.

Tenth           :   Advertising Rules

Transmission of commercials is allowed for advertisers of integrity with the purpose of delivering their honest messages to viewers in Jordan and other regions that receive the signal. Jordan Television only allows transmission of programs, products, services and advertising material it deems acceptable. All programs and advertising material intended for transmission are subject to censorship by Jordan Television which reserves the final right to accept or reject any material.

Eleventh     :   Special Conditions

Advertising is not allowed for institutions that are deemed unacceptable to the Arab league or the Jordanian Government.

Advertising is not allowed for all brands of alcoholic beverages and cigarettes.

Advertising is not allowed for commercials that encourage gambling.

Advertising is not allowed for weaponry, false sciences and professions that are considered immoral.

All goods and services that are advertised on television must be genuine and in good faith. Advertising is not allowed for products and services with the intention of promoting alternative brands.

Additional care must be considered in preparing and presenting commercials during children’s programming.

The commercial must not incorporate slanderous or in appropriate to competing brands, professions and institutions.

Advertising is not allowed before or after any religious or political program.

Twelfth        :   The Department reserves the full right to make amendments to these Guidelines whenever the need arises.

Thirteenth  :   These Guidelines and General Terms cancel and replace any previous Guidelines that are in conflict with them.

Fourteenth :   In case of advertisements that are read on the screen, a fee of JD 2  is added to each it is aired. In addition, another JD 5 is added to cover computer printing for on each program (production).

Fifteenth    :   A fee of JD 20  is added to the original advertisement in case there is any referral to a branch advertisement.

Sixteenth   :   Commission for outside advertising agencies is subject to a special contract and is fixed at 20% only.
